Previous studies of the instability of Alfvénic structures are expanded to include the effect of a sheared E x B flow. Alfvén waves with transverse scale near the electron inertial length c/ω p can be unstable due to the parallel current carried primarily by the electrons. In an equilibrium with inhomogeneous parallel current and no parallel or transverse flow, the modes are purely growing. With the addition of a sheared flow due to a structured transverse electric field, the character of the unstable modes are substantially changed. In particular, sheared flow can significantly increase the growth rate of the current driven interchange mode. Linear stability analysis and numerical eigenvalue calculations are shown. We will also present the results of three-dimensonal nonlinear simulations which show that the instability of Alfvénic structures can lead to current filaments and coherent short scale electric field structures. The instabilities presented here are possible mechanisms for producing the broadband extremely low-frequency (BBELF) waves often associated with Alfvénic structures and transverse ion acceleration.
