A study intended to improve the understanding of the infrared and millimeter wave propagation through the atmosphere is presented. Experiments used short wavelength in the sense of being relative to the near mm wavelength at which the measurements of the anomalous phenomena are being made. It is found that Fourier spectra of humid air in a 0.8 path showed millimeter wave maser action pumped by the infrared component, when it was illuminated by a combined flux of millimeter, IR, and UV waves.
