Spectrophotometric observations of Mars above the mountains Pavonis Mons and Arsia Mons were carried out during February to March 1989 from Phobos-2. Results of the analysis of the observations made are presented. Measurements were made in seven narrow spectral bands. The observed brightness increase in short wavelengths may be due to the presence of condensation clouds composed of water ice particles. Mie theory was used to calculate particle size, and the influence of particle shape and the presence of silicate nuclei on cloud properties was estimated. Two possible explanations are considered: clouds consisting of small particles are located over volcanos or clouds consisting of slightly larger particles are located below the peaks at altitudes of about 15 km. An estimate of column mass density is given.
