Complete time sequences of vector magnetograms in the photosphere were obtained for an active region of medium size. The nature of the observed flux cancellation is clarified, and the associations of flares to flux emergence and cancellation are examined. The emergence of a new flux and its driven flux cancellation with an existing flux is found to be a wholly inseparable, elementary process in the active region, favorable for flare occurrence. All events of flux cancellation appear in the interface of two topologically separated magnetic loops. Direct indications of magnetic reconnection between two cancelling components in the photospheric layer are identified. The cancellation is argued to be a slow reconnection in the lower atmosphere of the sun.
