In the considered study attention is given to net Birkeland currents, questions regarding the involved physical mechanism, a perfect shielding model, and relations to substorms. As the result of the study, the dusk-centered partial ring current system as an explanation of the low-latitude asymmetric disturbance field is abandoned in favor of an explanation in terms of the observed pattern of Birkeland currents. Expanding upon the result of Harel et al. (1981) that the asymmetry is produced by net Birkeland current into the ionosphere at noon and out at midnight, it is found with a simple model that the net current will always flow in the same sense and that its strength is directly proportional to the cross-polar-cap potential and the Hall conductivity in the auroral oval.
