Maintenance of the self-consistent charge and current distribution in a pulsar plasma, streaming away along the open magnetic field lines, is considered. It is shown that a small fraction of particles should stream toward the main plasma flow. Therefore the two-stream instability generates plasma oscillations that may be a source of pulsar radio emission.
