We propose WFPC2 observations of the fields of 17 quasars to investigate the properties of the host galaxies and environments as functions of radio and optical luminosity. Recent results of a radio study of optically-selected quasars confirm a previously-reported decrease in radio-loud fraction of quasars with absolute magnitudes fainter than MB = -24. The proposed HST observations have two purposes: to determine whether there is a corresponding change in host galaxy and environment properties for quasars fainter and brighter than MB = -24; and to compare these properties for radio-loud and radio-quiet quasars. The sample is selected from the Large Bright Quasar Survey, a homogeneous survey compiled by an automated procedure which is reasonably free of selection effects. The HST observations will be complemented by an ongoing ground-based imaging and spectroscopy program.
