The possibility of determining the composition of primary cosmic rays at high energies by analyzing fluctuations of the muon component of extensive air showers at energies of 10 to the 17th to 10 to the 19th eV is examined on the basis of three models of hadron interactions with nuclei of air atoms. Experimental errors in the determination of electron and muon density and in the location of the shower axis are taken into account, and the sampling of showers for a given solid angle is considered. It is concluded that muon-density fluctuations can be used to determine the composition of primary cosmic rays if the experimental errors are reduced to several percent and if the showers are sampled in a very narrow range of zenith angles.
