Equations for oscillations of the equatorial boundary of the diffuse-precipitation zone are formulated, taking possible nonlinear effects into account. It is shown that it is possible to introduce a spectral oscillation density (whose dynamics are described by the kinetic equation) for a statistical ensemble of waves with random phases. The solution of the equation leads to distributions of the oscillations according to Kolmogoroff-Obukhov wave vectors for the turbulence spectrum. Good agreement is obtained between calculations and experimental data.
