An expression is derived for the local increment of the cyclotron instability of magnetoacoustic waves at the gyrofrequency harmonics of protons traveling across a longitudinally nonunifrom magnetic field. It is shown that the increment has its maximum value in the equatorial plane of the geomagnetic field. The characteristic times for the relaxation of high-energy ring-current protons and the heating of cold protons from the ionosphere are calculated.
