Dissipative decay of small amplitude fluctuations in the big bang universe with temperature 1019 GeV > T > 4 \cdot 10-10 GeV is studied by taking the recent idea of the gauge theories for theparticle interactions. The decay due to radiation viscosity starts from the small sizes of fluctuations and proceeds to the larger ones accompanying the cosmic expansion. The maximum size dissipated is a galactic size and this mechanism would not explain the global smoothness of the universe. The size independent initial damping in 1019 GeV > T > 1015.5 GeV does not occur.
