This is an FOC engineering needed to verify a new HV transition command
sequence after the failure of the Intensifier HV Power Supply and tube.
SCHEDULING REQUIREMENTS: A time window of 300 min after the transistion
to HV must be scheduled providing opportunities to use generic uplinks
to execute PSTOL in case the IEHT HV will not come or stay up.
