THIS IS NOT AN EXECUTABLE PROGRAM. It exists ONLY to handle the receipt and processing of science data commanded in realtime during the servicing mission {e.g., Aliveness & Functional Tests etc.}. During Servicing Missions new instruments are given aliveness and functional tests {AT/FT} while still in the shuttle bay. Generally a small sampling of exposures are commanded in realtime. Since the exposures are not SMS based the ground system has no knowledge of them they cannot be processed by OPUS. This "dummy" proposal is used to make the ground system aware of non-SMS based exposures so as to allow them to be received and processed.
