Drift-resonant Landau excitation of spiral density waves in a stellar
disk of flat galaxies is proposed. This excitation of waves is suggested
as a mechanism for the formation of structural features such as spiral
arms and the slow dynamical relaxation of galaxies in a regime of
hydrodynamical Jeans-type stability.
