The dust streaming instability in plasmas with opposite polarity grains is analyzed analytically. For this purpose, a dispersion relation is derived by employing a Boltzmann response for the electrons and ions and a hydrodynamic response to positively and negatively charged dust grains that co-exist in an unmagnetized plasma. The dispersion relation admits new instabilities in both collisionless and collisional regimes. The results may have relevance to understanding the origin of electrostatic turbulence in the Earth's mesosphere, meteor trails, and cometary tails.
