A group of equations governing the incompressible small time scale fluctuations in the interplanetary magnetic field are derived from the MHD equations. The radial variation of the fluctuation amplitude can be described by the Alfven wave WKB model only at the small-amplitude limit. When the amplitude is finite with respect to the average magnetic field intensity, the nonlinear terms in the governing equations cannot be dropped and the WKB approximation fails. This is why the radial variation of the fluctuations from 0.3 to 1.0 AU observed by Helios does not agree with the WKB waves model. Based on the governing equations, a qualitative model for the propagation of Alfvenic fluctuations is presented.
