Unstable waves at the proton cyclotron frequency have been observed
during the AMPTE mission shortly after the Ba release. Beam-plasma
interaction related to `non-gyrotropic massloading' appears to be the
most probable mechanism for wave generation. Results of Hall-MHD
dispersion analysis and possible implications are discussed.
