A self-similar Universal System is introduced in a context which relates
universal properties to those of a single element of the Zero Point
Field. The measurable Universe is only half of this system, and carries
a net charge. The matter/anti-matter asymmetry is a natural consequence
and a solution to the dark matter problem is proposed.
