A search for cosmic gamma-ray bursts in the GeV energy range has been carried out during the period of March-December 1990 using the EAS-TOP Extensive Air Shower array. The obtained upper limit to the rate of GeV cosmic-rate intensity variations greater than 2 percent in a time scale tau=1 s is R less than 7.9 per year, at 90 percent c.l. The corresponding upper limits to the energy fluxes in gamma-ray bursts of duration tau less than or equal to 1 s are calculated as a function of energy and the spectral index. It is shown that an EAS array operating under good conditions of stability can be successfully used to search for fast transients in the relatively low-energy cosmic-ray flux.
