The 2+1 decomposition of 3D Lattice Quantum Gravity is studied by applying Stochastic Quantization Method to a matrix model formulation of Ponzano-Regge model. The surface operator is constructed to introduce a time slice in the 3D simplicial complexes. Then we define an underlying stochastic process to describe the 3D complexes as the time evolution of the surface operator. We also discuss the Fokker-Planck hamiltonian for the stochastic process as the hamiltonian constraint in LQG3.
