The paper examines the motion (about its center of mass) of a satellite surrounded by an electrostatic spherical shield in circular equatorial orbit. It is assumed that the angular velocity of the precession of the satellite about the kinetic moment vector is close to the angular velocity of its revolution in orbit. An averaging method is used to obtain formulas describing the motion of the satellite. It is shown that satellite rotation under the effect of Lorentz forces is qualitatively similar to the case of satellite motion in a gravitational field.
