The high sensitivity and resolution of the ROSAT PSPC in thesoft X-ray region (~0.2--2 keV) has allowed us to investigatethe ionizing continuum in a complete sample of 23 low-redshiftQSOs with an order of magnitude more detail than previouslypossible. This provides a unique opportunity to make realprogress in understanding AGNs by investigating the responseof the nuclear gas to the properties of the ionizingcontinuum. Thus we propose HST FOS observations of thestrengths and profiles of strong and weak ultraviolet emissionand absorption lines, and the ultraviolet continuum, combiningthese with existing and planned HST FOS and ground-basedspectroscopy, to constrain the physical conditions andgeometry of the inner few parsecs where the stronggravitational and radiation fields determine the accretion offuel and ejection of exhaust from the central engine. Thefeasibility of this investigation is demonstrated by excitingnew and highly-significant correlations among X-ray luminosityand spectral index, broad optical Fe II and narrow OIIIemission, and the width of broad H Beta in our sample, andsome similar relations seen for low-luminosity AGNs, as wellas suggested trends of high ionization line strengths with UV-X-ray spectral index and luminosity in incomplete and biasedsamples.
