We study electrodynamics in the expanding universe as a part of the program of research on whether the quantum field theory and general relativity can coexist or not. The Green's functions of the electromagnetic field in the expanding universe are obtained in the radiation gauge and the generalized Lorentz gauge. With the aid of these Green's functions, it is concluded that, in contrast with the case of gravitons, photons do not suffer from the difficulty of the breakdown of macroscopic causality and that the ponderomotive equation does not contain a tail term in the sense of De Witt and Brehme's theory. Some remarks are also given on a type of space-times in which the tail term does not appear. The quantization of the electromagnetic four-potential subjected to the generalized Lorentz condition is carried out by making use of Peierls' method.
