Possibilities concerning a correlation between the sunspot number and weather changes in the earth's troposphere are considered. Effects related to the invisible radiation of the active sun generate spectacular disturbances in the atmosphere above 60 km. However, the energies involved constitute only a minute fraction of the solar constant and are, therefore, too small to have a direct effect on the troposphere. It is suggested that a mechanism associated with the visible spectrum of the solar radiation may be the primary source of different types of sun-weather relationship. Radiation from the active sun, which behaves like a rotation beacon, may influence the transmission of the earth's atmosphere so that the radiation reaching the ground varies with the same period of about 27 d.
