The N-body problem is approached through the study of periodic motions in a rotating frame. It is proved that there exist monoparametric families of periodic orbits of the planar N-body problem in a rotating reference frame for fixed values of the masses. By considering N - 2 bodies with zero masses describing symmetric periodic orbits in the rotating frame of the restricted circular three-body problem, it is shown that if the periods of these bodies are in a whole number relation, this degenerate N-body system is periodic. In general, this periodic motion can be continued analytically to a periodic motion of the general N-body problem with respect to a rotating frame for sufficiently small masses of the N - 2 bodies.
