The generation of the data base for the polar rain index is presented. The instruments, satellite orbits, data editing procedures, calibrations, data selection criteria, data selection algorithm, and binning procedure for the averages are described. Three long-term variations found in the polar rain using the index are shown: the sector-dependent variation, a seasonal variation, and a solar cycle variation. A seasonal baseline removal is applied to the index to make a daily determination of the interplanetary magnetic field sector, and this determination is compared to direct measurements.
