A model is developed for the formation of quiet (prebreakup) auroral arcs which appear prior to substorm onset or during the growth phase. The problem is treated in a time-dependent manner and a quasi-state solution developing from a small perturbation is found. Accounting for hot electrons, the nonlinear development of the feedback instability is numerically studied. It is found that: (1) upon the introduction of hot electrons, an auroral arc can develop within a few seconds, (2) the arc-associated induced potential can reach several hundred volts, (3) electron density enhancement is connected with the upward field-aligned current and therefore the auroral arc, (4) downward current is localized equatorward of the upward current when the background electric field is westward, (5) the electrojet current can grow to a few thousand amperes, and (6) the induced electric field in the arc is nearly constant and different from outside.
