A model is proposed in which cosmic gamma-ray bursts (GRBs) are generated in the Galactic halo at a distance R ~50 kpc from the Galactic center, and are characterized by a power-law luminosity distribution function W (L) propto L-2 in the luminosity range from 2 x 10^40 to 2 x 10^44 erg s^-1; this differs from the standard luminosities widely used for GRB sources. The distribution of the GRBs over the celesital sphere observed at a distance a ~ 10 kpc from the Galactic center proves to be rather isotropic. The anisotropy in the flux range F = 2 x 10^-7 - 4 x 10^-4 erg cm^-2 si^-1 is (a/R)^{2/4} ~ 10^-2, and the GRB flux distribution has the form N(>F) propto F-1, consistent with observations.
