We derive the force exerted in the background plasma by an arbitrary distribution of electron-neutrinos ν_e. Our formalism is based on the effective potential V_eff describing the weak interactions between the neutrinos and the electrons in the plasma (H.A.Bethe, PRL v.56, 1306(1986)). This general approach also determines the ponderomotive force due to other neutrino flavors and other background species (neutrons, positrons, photons). Estimates of the ponderomotive force are presented for different astrophysical conditions. A collisionless relativistic kinetic theory is then built, assuming the neutrinos interact only with the electrons through V_eff, and the electrons interact with the self-consistent e.m.field, and with the neutrinos via the ponderomotive force. This kinetic theory provides the basic tool for the physics of collective neutrino-plasma interactions.
