Propagation of Langmuir waves (L waves) on the bottomside of an Es layer is considered, and properties of the plasma lines deduced from these ray paths are discussed for the case of the purely growing instability. Calculations of the purely growing and decay thresholds indicate that the purely growing instability is probably responsible for the Es plasma lines observed at Arecibo. The relation between the purely growing threshold and the generation of unstable Langmuir waves is discussed, and the relation between the direction of the upward component of the density gradient and the occurrence of upshifted or downshifted Es plasma lines is examined.
