The nature of Anomalous X-ray pulsars is now generally accepted as being explained by the magnetar model. However many basic aspects of the physics of magnetars, such as the origin of their persistent X-ray emission, are not yet quantitatively constrained. We have recently made a breakthrough in determining the origin of this emission: we have discovered long-lived X-ray flares from one AXP, 1E 1048.1-5937, using RXTE. The magnetar model clearly predicts significant hardening of the photon spectral index with increasing luminosity, however, our RXTE data do not allow us to check this. We propose Chandra TOO observations at the onset of the next flare in order to unambiguously check this clear magnetar model prediction.
