Histograms are presented of the frequency distribution of the sudden increases and sharp decreases of cosmic ray intensity fluctuations from data of the global network of neutron monitors. The Poisson error and cut-off rigidity dependence of the total number of sudden increases and sharp decreases and the local time dependence of the maximum of the frequency distribution of increases and decreases are examined.
