Magnetograph, continuum, line-profile, and EUV data are used to derive a model of the elementary magnetic structures of the quiet-region supergranulation network and active-region plages with average field strengths of less than about 100 G. The calculation methods are outlined in detail, and physical constraints on the model are presented. It is shown that the magnetic field in both areas is probably constrained by the pinch effect of strong electric currents along magnetic filaments. It is proposed that the magnetic field is amplified by twisting of magnetic ropes due to vortex motions around downdrafts in the network and plages. Various mechanisms are considered for spicule expulsion, heating of the solar atmosphere, abnormal granulation, and pore formation.
