A geometrical optics approach is taken to the problem of the oblique incidence of a wave on a refracting layer with ellipsoidal inhomogeneities. It is shown in the approximation of small-angle fluctuations that the ray path defined by mean values of polar and azimuth angles is nonsymmetrical and escapes the plane of incident waves. The distribution of angular fluctuations of scattered rays is obtained in the form of a series expansion on the basis of Hermite polynomials.
