It is shown that Birkoff's theorem of general relativity is valid (both in vacuum as well as in the presence of electromagnetic fields) in a conformally-invariant scalar field theory when the scalar field is independent of time. This leads to the conclusion that, in the case of combined electromagnetic and gravitational fields, the interaction of the time-dependent scalar field with the electromagnetic field may produce electromagnetic monopole radiation.
