Quasi-linear kinetic equations are proposed for nonplanar transverse waves propagating along an axisymmetric magnetic field configuration. Based on a WKB expansion, the effects of wave nonhomogeneity and nonplanarity are evaluated. The equations simultaneously calculate the spatial and temporal evolution of wave power spectra and the spatial and temporal evolution of particle distribution functions. These results are then applied to wave-particle interactions which are functions of wave nonplanarity and plasma and field nonhomogeneity. The equations are applicable to a kinetic theory of a nonhomogeneous flowing plasma such as the solar wind.
