The paper examines Luchkov's (1981) hypothesis that the Red Spot is a
permanent atmospheric vortex produced by the flux of radiation-belt
particles into the region of the negative magnetic-field anomaly. The
passage of high-energy particles above the Spot should produce a glow
which should be observable from a Jupiter probe.
