Theoretical results are presented for the CO emissivity of star forming
galaxies at high redshift. It is found that actively star forming
galaxies should be detectable, if they indeed exist, with the MMA out to
redshifts of 20. The interplay between the ambient warm CMB and the
thermal balance of PDRs is emphasized.
