Large scale nonrotating density fluctuations in homogeneous isotropic
universes are shown to induce shear of order
σ/θo ~ δϱ/ϱo.
Fluctuation of the decreasing mode, but not the increasing mode, is
damped by shear viscosity even before entering the particle horizon.
