A general scale-invariant Lagrangian is considered. Even though this theory admits linearized solutions with negative energy, it is shown that all exact solutions representing isolated systems have precisely zero energy. The result is the same in the presence of arbitrary matter, and it can be understood as a consequence of a confinement of energy. The implications of this result for quantum gravity are considered. It is shown that previous analyses indicating instabilities of the quantum theory were incorrect because they assumed linearization stability.
