The majority of amateur astronomy observations are carried out in the visible region of the spectrum. For visual observing a clear sky is a sine qua non. If one is lucky enough to live in a region of the world which has long periods of clear weather then the need to know when the sky is clear is minimal; for observers in more cloudy regions -- such as northern Europe -- being warned of an imminent or actual clearance is useful because it maximises observing time. However, the task of periodically monitoring the sky is tedious and is better done by an automatic sensor which can give warning when the sky clears.
