We describe an earth-bound intereforemeter designed to detect an-isotropic time delays along certain directions with respect to the Galactic center. The time difference is calculated in the Schwarzschild metric of the Galaxy. We show that the time difference depends on the Galactic mass. This is a first order effect on mass, analagous to the radar time delay result.
