A theory of vorticity production as a result of nonbarotropy of motions in a protogalactic medium is constructed. According to this theory, vortices of galactic scale occur when irrotational perturbations propagate in a gaseous protocluster formed by shock waves. The pressure in the protocluster is almost uniform, but the density is substantially nonuniform; this causes a breakdown of barotropy in the perturbations. The Kelvin-Helmholtz theorem is shown to be invalid under these conditions. A qualitative picture of the vorticity production process is given, and the corresponding asymptotic solution is obtained in the WKB approximation. Quantitative estimates are made which indicate that the amplitude of secondary vortices is large enough to ensure rapid rotation of protogalaxies formed by protocluster fragmentation.
