A Kolmogorov spectrum of density fluctuations in the interstellar plasma is favored by VLBI observations of the scattering disk of pulsar 1933 + 16. The decline of visibility with baseline length and the scaling of size with frequency agree with those predicted on the basis of such a spectrum. The spectral index of density fluctuations is calculated as 3.52 + or - 0.13. An upper limit of 1:1.7 on the elongation of the scattered image is obtained.
