We are engaged in a VLBI survey of a complete sample of 22 low-luminosity (Farnaroff & Riley Type I) radio galaxies. We report here on 5 GHz images of the nuclei in 13 of these objects derived from observations made with the Very Long Baseline Array (plus, in some instances, the Very Large Array) between June 1991 and October 1995. These images typically have milliarcsecond resolution and, in all cases but one, reveal a one-sided ``core-jet'' morphology as is usually found in powerful radio galaxies and quasars. The one exception is 3C338, which has a two-sided jet. Two-epoch observations in four cases suggest upper limits on apparent transverse jet speeds of <=3c. An analysis of lower limits on jet-to-counterjet brightness ratios in terms of simple relativistic jet models suggests mild bulk Lorentz factors as low as ~1.2. We consider implications of these results for active galaxy unification models.
