Partial reflection of vertically incident VHF radio waves from stable refractive index structures in the lower stratosphere is manifest in the narrow angular spectrum and high temporal coherence of signals scattered from heights above the tropopause. The 'tropopause' level can be continuously monitored by observation of the temporal coherence of signals on a vertically pointed radar. Analysis of high-resolution data from the SOUSY-VHF-Radar shows an abrupt enhancement of signal coherence parameters above those heights where radiosonde observations indicate the tropopause level. The 'radar-determined tropopause' is slightly higher than the radiosonde tropopause. It is suggested that radar monitors the base of the stratosphere rather than the meteorological tropopause.
