The paper shows that in the ionospheric F regions with Pedersen conductivity the E x B instability can be stabilized under conditions where the ambient electric field has a modest component along the density gradient. The model used is made up of a nonuniform cloud superimposed on a uniform ambient plasma. Results indicate that the stabilizing effect of electric field components along the density gradient may delay the onset of striations in barium release plasma clouds. Velocity shear stabilization may explain why striations do not develop on the sides of the long primary striations, even though the density gradients are steep.
