The authors carry out a statistical analysis of experimental data on the flux of high-energy particles in the inner radiation belt. The data were obtained from the Meteor-3 earth satellite from 16 June to 16 July 1990. The authors construct a statistical model of the flux of high-energy particles and find anomalous local flux variations (148 events). They give a map of the positions of the anomalous variations and discuss possible mechanisms for the observed phenomena.
