The Wide-field Infrared Survey Explorer, WISE, will survey the entire sky in the mid-infrared, detecting the most luminous starbursts throughout the entire history of the Universe, and tracing their distribution within the cosmic web. Star formation appears to have peaked at redshifts above 1, and to have occurred faster and at earlier times for the more massive systems, a phenomenon commonly known as downsizing. Much early star formation also appears to have been highly obscured with extremely high star formation rates, as evidenced by the known populations of extremely luminous far-infrared/submillimeter sources - ULIRGs - at high redshifts. Current galaxy formation models cannot easily match the large star formation rates at early times that are implied by this scenario. WISE will be capable of detecting the most luminous ULIRGs up to redshifts of 5 or more, well beyond the expected peak in the star formation history. We will describe the capabilities of WISE for detecting and identifying ULIRG populations as a function of redshift, representing an enormous step forward in this field due to the whole sky coverage that will be available.
