Experimental data on solar type IIIb radio bursts observed at decameter wavelengths are reviewed. 'Fine spectral structure' refers mainly to rapidly drifting chains of short-lived narrow-band elements (stria) observed at frequencies near 25 MHz on spectrograms obtained with high temporal and frequency resolution; other types examined include isolated stria, groups of stria, frequency-split pairs, triplets, and 'echoes'. Harmonic coupling of the bursts in IIIb-III pairs is investigated along with the frequency-drift rate of type IIIb bursts, the velocity of type IIIb burst sources, and various proposed generation mechanisms for type IIIb bursts. Collisionless deceleration of type IIIb burst sources is considered, and it is concluded that presently available experimental data do not permit a unique choice of a source model or generation mechanism to be made.
